Eric Conley

I'm a Florida Certified General Contractor (CGC1540488) with over 40 years of hands-on construction and development experience. I've built 1,250+ affordable housing units and 150+ single-family homes across Ohio and Florida. My strength is execution—delivering projects on schedule, on budget, and to the durability standards that matter. That track record comes from understanding construction at every level, from site logistics to final compliance.

My real estate license and 30+ years as an investor give me additional market insight. I understand local demand, pricing dynamics, and neighborhood trends in the markets where we build. This helps me position projects strategically and identify opportunities with real fundamentals.

At Prime Meridian LLC, I bring that construction expertise to multifamily and development projects structured with HUD 221(d)(4) financing and LIHTC programs. I use efficient panelized construction systems that reduce build time and costs significantly, which strengthens project economics for investors. Every project is structured with Guaranteed Maximum Price contracts that transfer cost risk to the builder, protecting investor capital.

Richard Thayer

Richard Thayer brings over 40 years of specialized expertise in HUD syndication, LIHTC applications, capital stack creation, and affordable housing developments. His career spans multiple HUD-insured projects across several states. He holds multiple advanced degrees including an MBA and has built deep institutional relationships within HUD, earned through decades of consistent execution.

As the designated Key Principal for the HUD loans, Richard leads all government program negotiations, syndicator relationships, and capital stack assembly. His direct working relationship with HUD — where HUD contacts Richard directly for consultation on complex transactions — is a rare institutional advantage that accelerates approvals and reduces risk for every Prime Meridian project.

Richard's LIHTC expertise, built through four decades of working with institutional syndicators including Raymond James, gives Prime Meridian a competitive edge in structuring the capital stack, tax credit equity, and government loans that fund the investor's ROI. He has structured capital stacks up to $106M, simultaneously navigating HUD loan processing, state level bond allocation, and LIHTC application through syndication.

Phred Tyrell

As an Account Executive with Prime Meridian LLC, I'm focused on large multifamily and development opportunities that support affordable and workforce housing. I work with all types of investors to build partnerships and capital stacks for multifamily projects, leveraging HUD and LIHTC programs to help mitigate risk and strengthen the returns for our investors.

What draws me to this work is the ability to connect investors with projects that create housing in markets that are in desperate need for rentable units. I'm focused on deals that hold up over time—both financially and in the impact they have.

My approach to this role is shaped by my earlier experience investing in real estate on my own. That hands-on experience gave me a practical understanding of what works, what doesn't, and where things can go sideways. I'd rather be upfront about what doesn't work than try to force something that does.

As an Account Executive at Prime Meridian LLC, I specialize in identifying and managing large-scale multifamily development opportunities. My focus is centered on expanding access to affordable and workforce housing, ensuring that individuals and families have a secure place to call home.

Drawing on my background as an MBA graduate, I partner with a wide range of investors to structure robust capital stacks and navigate the complexities of multifamily projects. I enjoy HUD syndication and LIHTC credits within a standard stack; because I use these tools to mitigate financial risk while maximizing the positive impact on my partners and investors!

My professional background centers around insurance and government compliance requirements. This allows me to know what the compliance model is for the developments that I spearhead and bring to fruition. This also allows me to expedite requirements from HUD and state level authorities, so my projects are on time, without the overhead of compliance needs.

For me, the true value of this work lies in the intersection of financial viability and human impact. Being a husband and father of a young family, I deem this very important, not only for my family, but others that can benefit from what these developments can offer.
